What is the Safety Culture Ladder?

The Safety Culture Ladder is a tool that helps organizations measure and improve their safety culture. It was developed by ProRail in the Netherlands and is based on the idea that safety does not only depend on procedures and rules, but especially on the way in which people within an organization experience safety and integrate it into their daily work.
The ladder has five steps, with each step representing a higher level of safety culture. Through audits and assessments, organizations can assess which step of the ladder they are on and what steps they can take to move forward.
The Five Steps of the Safey Culture Ladder
1. Pathological – Safety is not on the organization's agenda.
2. Reactive – Safety is not a priority and only plays a role when something goes wrong.
3. Calculating – Safety rules are considered important.
4. Proactive – Safety is a high priority and is continuously improved.
5. Progressive – Safety is fully integrated into all business processes.
